What steps will reproduce the problem?
1. Use theme in .crx with themed buttons (example: back.png, forward.png,
close.png, go.png, stop.png, home.png, reload.png, find_next.png,
find_prev.png, maximize.png, minimize.png, menu_bookmark.png, etc...)
What is the expected result?
Expect theme with themed buttons icons in .crx
What happens instead?
See only default buttons.
