This is by design. During first run an import means add to existing
bookmark bar/other
bookmarks. Subsequently we don't want to add a bunch of bookmarks on top of
user add
bookmarks, so we create a new folder. The user can then use the bookmark
manager to
move around the imported bookmarks to wherever they desire.
