SCIM has english/european and Anthy (japanese). I was experiencing this on 3 different machines, all with SCIM IME, on all of these machines the IME was functional in other programs. I wanted to note that the latest release of chrome 3.0.196.0 has seemingly fixed this issue on one machine.
