Further investigation: it's only in iframes. try iGoogle with lots of
gadgets with
scroll bars to see some examples. I think all of Gmail is a big iframe in
order to
let chat moles stick around, so that's presumably why it also shows up in
gmail.
Short of iGoogle, here's another demonstration:

The tickmarks don't show up at all in a div with css overflow:scroll, but I
guess
that's a separate bug.
