What steps will reproduce the problem?
1.When trying to move one tab over to the side for a split screen, both
screens sometimes do not go side by side. I know I have to drag the tab
over to the 'tab icon' on the sides, but having mixed results when doing
it. Most times, tab I'm dragging just forms a new window

What is the expected result?
2 Split screens side-by-side

What happens instead?
New Window forms
