Did you try using the scrollwheel before trying the keyboard shortcuts? This seems to be what sets it off for me. Scrolling a page with the mouse wheel in any page even prevents me from creating a new tab using CTRL+t or viewing the history with CTRL+h, etc. I'm now using 3.0.196.2 and it still behaves the same way. The original steps to reproduce are wrong though, I need to scroll my mouse for it to occur.
