Okay, I finally have a consistent way to reproduce it, but it only works with very large windows (I have a 30" monitor). Open two windows, taking up half the 30" screen. In one, open 5 tabs (has to be 5 or more...). They can be left as the NTP. In the other, open gmail. Press ctrl+tab in the window with 5 tabs at least 4 times. Then switch focus to the gmail window. It will flash white. Happens 100% of the time for me under these conditions.
