There were 2 issues here.
In the old new tab page we needed at least 3 thumbnails to show any
thumbnails on the
NTP. This is no longer the case.
Secondly, it sometimes seems like I have to visit the same page more than
once for it
to qualify as a "most visited page". Evan, is this the case?
