What steps will reproduce the problem?
1. Open new tab in Incognito mode
2. Disable bookmark toolbar
3. Inspect detached bookmark bar
What is the expected result?
The bookmarks bar has an unbroken border.
What happens instead?
There are a few nicks in the border. (see attached screenshot)
Please provide any additional information below. Attach a screenshot if
possible.
The non-Incognito new tab page doesn't seem to have this problem.
