While not doing major changes without consideration of possible side-effects is a hallmark of good engineering I'd like to stress the fact that leaving the Theora-decoder as-is produces highly user-visible failures. Content using the block-level quantization feature of the Theora spec is entering Wikipedia as we speak and content-sites offering Theora will adopt Theora 1.1 at a rapid pace.
