Command-Shift-Arrow is not the standard keyboard switching shortcut in
Safari or
Terminal (although I believe Safari does support it as a secondary binding
for historical
reasons). It's a terrible shortcut because it conflicts with an OS-wide
text-field binding,
which is almost certainly why Safari abandoned it several major releases
ago.
We already have support for (or bugs tracking) other commonly-used
tab-switching
shortcuts, but we won't be supporting this one.
