I see this as well. Openbox appears to be setting _NET_WORKAREA correctly (such that it excludes my top gnome-panel), but it's unclear to me whether client apps are supposed to avoid moving windows there (I see no reference to _NET_WORKAREA in GTK or GDK's source) or whether the window manager is expected to do this -- EWMH just says "Work area SHOULD be used by desktop applications to place desktop icons appropriately."
