What steps will reproduce the problem?
1. Open Chrome.
2. Type in a URL
3. Press Enter
What is the expected result?
The location bar should not be blacked out.
What happens instead?
The entire location bar is blacked out.
Please provide any additional information below. Attach a screenshot if
possible.
