Same thing on version 3.0.197.11: Now I edited the target of the chrome application shortcut to include ...\Application Data\Google\Chrome\Application\chrome.exe" --enable-extensions Followed the process here: http://dev.chromium.org/developers/design- documents/extensions/howto and I could install an extension (Hello World). Went again to the chrome themes page. Nothing but a download happens when I click on "Apply theme". When I double-click on the .crx it prompts me again for a saving location. Now there's a new error message: "Utility process crashed while trying to install."
