New issue 18898 by altosaxman: Default download folder on Windows 7 and  
Vista incorrect

Other browsers tested: IE and Firefox 3.5
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 4: Not Tested
   Firefox 3.x: Works
          IE 7: Works
          IE 8: Works

What steps will reproduce the problem?
1. Go to Chrome Options.
2. Click on the "Minor Tweaks" tab.
3. Observe the download location.

What is the expected result?

Should be C:\Users\<User Name>\Downloads
(Should detect if the user has moved their downloads folder, Firefox and IE
seem to know, so there is some mechanism there.)

What happens instead?

Chrome creates a "Downloads" folder inside a users "Documents" folder.

C:\Users\<User Name>\Documents\Downloads

Please provide any additional information below. Attach a screenshot if
possible.

This is not a major bug, just a minor annoyance. In an effort to push some
tidyness all browsers should use the existing folder structure and
conventions of the OS.
