I'm running 3.0.197.11 and clicking Wikipedia's "Random" link a few times and then clicking the back button still is broken. Instead of taking me to the previous article, it takes me to the home page. I think the RFC should be ignored in this situation. All major browsers ignore the spec in this area. Users expect the back button to work a certain way with re-direct pages, and other browsers honor that.
