this is kind of like issue 18596 in that fixing that issue would solve your
particular problem. I don't think there's any way we can check available
screen real
estate (we can check the screen size, but that won't fix this problem). The
window
manager just doesn't make that information available to us, and besides, I
doubt we'd
want to pay attention to it in most cases.
I don't see why it was so hard to deal with. Couldn't you just a) close
chrome and
launch it on your other monitor or b) move chrome?
I can't think of a conceivable fix, hence WontFix. Others may have a
different
opinion.
