What steps will reproduce the problem?
1.Open a site in Chrome. (www..com)
2.Try to drag and drop address line from the toolbar star button.
3.The toolbar star button isn't a drag source so that you can't drag.

What is the expected result?
I can drag from the toolbar star button.

What happens instead?
I can't drag from the toolbar star button because of it isn't a drag
source.

Please provide any additional information below. Attach a screenshot
and backtrace if possible.
