As a related comment for the bigger issue:

The ability to tweak chromium network settings is something that comes up  
pretty
frequently, but we lack the ability to easily do this (similar to Firefox's
about:settings).

Moving forward are we just going to continue exposing all settings through  
command line
flags? Or are we philosophically opposed to adding too many tweakable  
options?
