button spacing and vertical alignment is weird compared to Personal Stuff

What steps will reproduce the problem?
1. Open Chrome:Preferences
2. Choose the “Basics” tab.
3. Choose the “Personal Stuff” tab.
4. Compare.

What is the expected output? What do you see instead?
Expect: radio button spacing to be the same between the two tabs.  The
top of the content in each tab view should be at the same vertical position.

Observe: radio buttons are spaced more widely on the “Basics” tab than on
“Personal Stuff”.  The top of the content of the “Basics” tab view is lower
than on ”Personal Stuff”.
