What steps will reproduce the problem?
1. visit a url like the one above

What is the expected result?
you should be able to view the page normally

What happens instead?
the scrollbar is 'stuck'. Scrolling is apparently disabled.

Interestingly, on page refresh scrolling is restored. However, if you then
click the 'go' triangle in the omnibar the problem recurs.
