What steps will reproduce the problem?
When I want to upload the file from my computer to the file hosting or to
any other place.
What is the expected result?
File must be uploaded, but this happens only if the path to the file not
contains cyrillic characters.
What happens instead?
If I want to upload the file to the file hosting (or to any other place),
and if path to this file contains сyrillic characters, this file will not
uploded ( sorry for my bad english :) )
