What steps will reproduce the problem?
1. Go to any page that has extensive vertical scrolling.
2. Attempt a three finger "drag" or "push" on the touchpad to try to scroll.

What is the expected result?

Chrome will jump to the top or bottom of the page.

What happens instead?

Nothing.
