keyboard accelerators not being interpreted correctly.

What steps will reproduce the problem?
1. Run Chromium with LANG=es_ES.UTF-8.
2. Click on the wrench

What is the expected output? What do you see instead?

"Help" is translated to "Ay_amp;uda", where "_a" indicated a is underlined.
What we really want is "Ay_uda".

There are other translations with the same problem, and probably other
places where we have "&" in place of "&".
