3. The UpdateDragCursor message sent back to the browser only contains a  
boolean saying whether a drop is
allowed. It instead needs to return a DragInfo with the allowed operations.  
This will allow the browser to set the
right cursor, and also to send that operation mask back to the platform  
drag API.
