New issue 19669 by [email protected]: Dropdown menu is drawn very top of  
the page when Chrome window is moved to below to the dock

   Processor: 1 Intel 1.50 GHz
   RAM: 1024 MB

   QuickTime Player: <unknown>
   Flash Player: 10.0.23

What steps will reproduce the problem?
1. Move Chrome window below to the dock
2. Open any site which has dorpdown menu (ie. bankofamerica.com)
3. Click on dropdown menu.

Expected result:
3.1 Dropdown menu is displayed where dropdown control is placed.

Actual result:
3.2 Dropdown menu is drawn very top of the page.
