Comment #3 on issue 19678 by [email protected]: The video quality is
pretty bad on low configuration machines
http://code.google.com/p/chromium/issues/detail?id=19678

I tried to play Youtube video[1] on the same machine, the CUP usage is
around 90%,
the video is watchable though you can feel it shakes and not very smooth.

But for term2.mp4 or trek2.mp4, the CPU usage is 100%, and the video screen
just partially updates(Usually you can see the bottom of the screen updates
to next frame
but the other part doesn't), and also, the video looks fuzzy sometime,
please refer
to my screenshot attached.

But we can display bbee2.mp4 and shmup2.mp4, please note these two files
are encoded
as 320X240, 640X480.

On a better configured machine[2], trek2.mp4 and term2.mp4 are watchable,
but you can
feel the video shakes sometime.

[2]: A better configured machine, I mean:
CPU: Pentium 4
Speed: 3.40GHz
RAM: 1G
Graphics: Nvidia Quadro FX 1400

PS, I am using remote desktop for testing.
