What steps will reproduce the problem?
1. Open up Chrome.
2. Open a new tab.
3. Type a URL, Keyword for Search, or even about:version and press <Enter>.
4. Nothing happens for 20+ seconds and then it loads as expected.
What is the expected result?
Immediately loading the URL, search query, or system information.
What happens instead?
Nothing happens for 20+ seconds. There is no visual indication anything is
even loading during that time.

possible.
