Per Ben, Glen, and me, this is WontFix.
Ben: "I've once or twice used the wallpaper thing, but Windows shell now

convenient links to it too."
Glen: "I actually have used this menu item, though I don't think it has a
place in
Chrome."
This is a legitimate use case, but one that's rare enough, and with
easy-enough
workarounds (e.g. in Vista, save, right-click, Set As Desktop Background)
that it's
not worth lengthening the context menu for.
I wouldn't be opposed to seeing an extension do this but I'm not sure the
extension
system is (or will be) powerful enough to do things like invoke the "set as
desktop
background" feature of the shell. Perhaps via an NPAPI helper...
