There are two events that happen while dragging. 1. You see the docking icon which just shows that there is a docking feature you can use. But releasing the window when you see the icon does not re-size the windows. If you are mouse is not on top of the docking icon it is in-active. After you see the docking icon, you need to continue dragging the window on top of the docking icon. The docking icon then changes to active. Release the window on the docking icon when it is active.
