What steps will reproduce the problem?
1. Enable dvorak keyboard layout
   1.1. Open Keyboard Preferenes (System | Preferences | Keyboard)
   1.2. Click "Add"
   1.3. For "Layouts:" select "USA"
   1.4. For "Variants:" select "Dvorak"
   1.5. Under "Selected Variants" highlight any other layouts and click
"Remove"
   1.6. Click "Close"
2. Visit http://www.google.com
3. Click and drag to select the URL in the address bar
4. Press CRTL+C (The "I" key on a "QWERTY" keyboard)

What is the expected result?
The URL will be copied to the clipboard.

What happens instead?
The URL is unselected (with the carrot going to the beginning of the URL)

Please provide any additional information below. Attach a screenshot
and backtrace if possible.

CRTL+C seems to work just fine with text boxes.

The workaround is to either
1. right click and choose "Copy," or
2. CRTL+J (which is the "C" on a "QWERTY" keyboard)
