Evan was confused about what type of popups we were referring to. Upon
clarifying he
agrees that web content popups would be weird.
There are still 2 options:
1) Always use native window borders for all app mode windows.
2) Always use native window borders for web inspector.
(2) Seems like a good choice because the frame doesn't provide any useful
features.
I'll start with that. It'll be easy to switch to (1) if we wanted.
