I found another way to easily reproduce the problem. It seems to happen when the window gets restored to maximized from minimized without being the active window. Having your taskbar already on auto-hide, simply press "Win-M" (Minimize All), then "Win-Shift-M" (Restore all). Chrome is now over the taskbar. I also use a program called Switcher (http://insentient.net/) which uses Aero to implement a simili Exposé (from OS X). When I bring up Chrome from its minimized state using Switcher, it also triggers the bug. On my 1280x800 screen, maximized Chrome has a window rect of (-8, -8)-(1288,808), whether the bug occurs or not. A "not over the taskbar" window will have a client rect of (8, 0)-(1288,806). When the bug occurs, the client rect is bumped to (8, 0)- (1288,808). (2 more pixels vertically).
