New issue 20588 by chanjin.lee: chrome browser bug.

Chrome Version : 4.0.203.02
What steps will reproduce the problem?
1. open more than 100 tab in 4 windows.
2. quit the chrome
3. launch chrome.
What is the expected result?
100 tabs have to be properly opened.
What happens instead?
only about 70 from 100 tabs are opened.
about 30 tabs just try to open forever.
in that situation
- open a new tab
- copy url from unopened tab
- paste it to opened new tab and go. it works fine.
- all 30 tabs is ok too.

possible.
