What steps will reproduce the problem?
1. Grab the Chrome bottom-right window vertex
2. Resize it to a minimum possible size
3.
What is the expected result?
Resizing to stop on a reasonable, and if possible usable, small size
What happens instead?
Resizing does not stop before only the window title is visible, leaving
Chrome window useless, the last few steps of resizing look very bad with
controls meaningless overlapping

possible.
