New issue 20750 by catinsnow: drag a loading tab will cause the loading  
animation separate with the tab.

What steps will reproduce the problem?
1. create a new tab,type a slow or unavailable url,for
example,http://1.2.3.4 ,press enter,
2. drag the tab,move right or left


What is the expected result?
loading animation should not separate from the tab

What happens instead?
loading animation separate from the tab.
