Erik and I were just talking about this yesterday.
In short, we agree with Pam. I've already fixed the Reload button to work
for
extensions loaded with --load-extension. We should now remove the feature
where we
watch those directories at all. The Reload button is a much better
developer experience
since it reloads the entire extension from the manifest.
I'm going to close this bug and open a new bug to that effect.
