What steps will reproduce the problem?
1.load a page that has a <meta http-equiv="Refresh" content="1"> and
changes at each refresh.

What is the expected result?
page does not flash when refreshed and scrolling position is conserved.

What happens instead?
page flashes and scrolling position is reset to the top of the document.

Please provide any additional information below. Attach a screenshot
and backtrace if possible.
