I believe the behavior you're seeing is intentional since the first item
has a non-
empty path (similar to how the Omnibox won't inline autocomplete a URL with
a path
after just one usage).
However, in the case of a new user, this is somewhat detrimental because
seeing
_anything_ is better than seeing nothing. In the same way, we currently
don't add
sites you visit via link clicks (e.g. search Google for "new york times"
and click
the link to nytimes.com). The result is that users who don't type
everything in get
minimal help from the NTP.
We should make the adding more aggressive (and then allow poor sites to be
pushed off
the back) to help new users.
