What steps will reproduce the problem?
1. open incognito window

What is the expected result?
Entire upper bar is dark blue
What happens instead?
Upper-left part is same blue as normal window, extends under first tab.
Please provide any additional information below. Attach a screenshot if
possible.
Switching to another theme and back fixes it temporarily.
