New issue 21016 by [email protected]: Chrome doesn't open previous tabs  
after restart when 'Home page' is set to any url

Platform:
   Hostname: RohMac-2.local
   Mac OS X Version 10.5.8 (Build 9L30)
   Processor: 2 Intel 2.40 GHz
   RAM: 2048 MB

Chrome:
   Chrome version: 4.0.206.0  <<<Release>>>
   QuickTime Player: 7.6.2
   QuickTime PlayerX: <unknown>
   Flash Player: 10.0.22.87

What steps will reproduce the problem?
1. Set 'Home Page' -> 'Open this page' to some valid url from preferences.
2. Open 10-12 sites.
3. Restart Chrome.
4. Press cmd + shift + t.

Expected result:
4.1 Opens all tabs which were running when Chrome was closed.

Actual result:
4.2 Doesn't do anything.

Note:
- After restarting Chrome, open new tab (total two tabs, one homepage url
tab and new tab) and press cmd + shift + t, this opens all previous tabs.
