New issue 21047 by [email protected]: Chrome doesn't prompt to set it as  
the default browser at very first launch

Platform:
   Hostname: RohMac-2.local
   Mac OS X Version 10.5.8 (Build 9L30)
   Processor: 2 Intel 2.40 GHz
   RAM: 2048 MB

Chrome:
   Chrome version: 4.0.206.0  <<<Release>>>
   QuickTime Player: 7.6.2
   QuickTime PlayerX: <unknown>
   Flash Player: 10.0.22.87

What steps will reproduce the problem?
1. Quit Chrome. Set any other browser as the default browser other than  
Chrome.
2. rm -rf Library/Application\ Support/Google/Chrome/
3. Start Chrome. (Click 'Start Google Chrome' in startup dialog)

Expected result:
3.1 Chrome prompts infobar to set it as the 'Default Browser'.

Actual result:
3.2 Chrome doesn't prompt to set it as the 'Default Browser'. On second
launch it prompts the infobar.
