Yes, you just need to ask nsylvain. I checked, the linux valgrind layout bot has 3.12.0: $ dpkg-query -s libnss3-1d Version: 3.12.0.3-0ubuntu0.8.04.5 The bots all have Hardy. If we updated them to Jaunty, we'd have the version you want. So maybe we need to do that. (Karmic is coming on Oct 29th, but I doubt we want to wait.)
