Update locale data for ICU 3.8:
1. Add the minimal subset of locale data for 35 locales we list in the
Accept-Language
UI menu for which we have CLDR/ICU data (see issue 2078, 2776)
2. Apply urgent locale fixes for Korean, Catalan, Hungarian, Turkish and 9
Indian
languges.
3. Remove the unihan collation table from data/coll/root.txt to cut down
the raw data
size by over 300kB.
This will be followed by icudt38.dll update for Windows. For Mac and Linux
icudata
files will not be updated because the trunk will use ICU 4.2 very soon.
