What steps will reproduce the problem?
1. Launch Chrome in incognito mode (--incognito)
2. Create new window ('CTRL+N' or pop-up from web page)
3. New instance is created as regular browser, not incognito
What is the expected result?
-- It is expected that any new windows spawned would also be in incognito
mode, as with the fully released versions
What happens instead?
-- Instead, new windows are created in the 'normal' mode.
