New issue 21366 by pphaneuf: selection in text area is slightly buggy

What steps will reproduce the problem?
1. Start a reply to a long email in Gmail
2. Position the cursor a few lines down from the top
3. Hit Page Down while holding the Shift key (selecting a large area)
4. Hit the up arrow while still holding the Shift key

What is the expected result?
The last line of the selection becomes unselected.

What happens instead?
An additional line at the top of the selection becomes selected.

Please provide any additional information below. Attach a screenshot
and backtrace if possible.

The typical use case of this is to correct an "over-selection", but in the
current state, the selection has to be cancelled and started over. Note
that hitting Page Up while still holding Shift will also increase the
selection at the top, instead of reducing it at the bottom (which is what I
would expect).
