New issue 21397 by [email protected]: Chrome is unlocked when any dialog  
is opened

   Hostname: RohMac-2.local
   Mac OS X Version 10.5.8 (Build 9L30)
   Processor: 2 Intel 2.40 GHz
   RAM: 2048 MB

Chrome:
   Chrome version: 4.0.207.0  <<<Release>>>
   QuickTime Player: 7.6.2
   QuickTime PlayerX: <unknown>
   Flash Player: 10.0.22.87

What steps will reproduce the problem?
1. Open chrome://history/.
2. Click on 'Delete' to delete history for any day.
3. Closed opened tab.

Expected result:
3.1 We should locked out Chrome when any dialog is open. (As windows Chrome
does)

Actual result:
3.2 Chrome is unlocked and accessible.
