Glen, I think this bug has to do with the download manager itself not
wanting to
download duplicates -- you get the same effect if you try to download a
theme twice in
a row. I played around a bit with the downloading code, but couldn't pin
it down
quickly -- do you have a clue what the codepath is for this decision? If
not, I'll
just go into it in detail tomorrow morning.
