What steps will reproduce the problem?
1.Set up a proxy server.
2.Put it's address in Chrome options, ticking "skip proxy for local
addresses".
3.try accessing http://127.0.0.1:2345/

What is the expected result?
Browser skips proxy and connects to localhost, reporting error if port is
closed/filtered.

What happens instead?
Browser sends a request to the proxy server to fetch the page.

Please provide any additional information below. Attach a screenshot if
possible.
