Running Chromium (r25932) in Xephyr with fvwm2 also causes this bug to happen. The window moves down and right by exactly the height and width of the corresponding decorations across each restart. Likely unrelated, the custom frame doesn't quite kill all the fvwm2 decorations when it's enabled.
